      Rest Velocity is the Velocity V tends to zero.If a body is previously in Equilibrium state of rest I considers it is having Velocity V→0.I proved that Electron is having very very less Velocity in Free space like intergalactic spaces,where I considered Rarermost free space.This made Newton's First Law as a Valid Law with little modification.In Einstein's Special Relativity this Rest Velocity is transforming.Because of this Scientists faced so many drawbacks.But with the use of little modified Mathematics I got Certain meaning for Rest Velocities.In the modification of Einstein's Special Relativity I considers this rest velocity.When a body moves this Rest velocity transforms into observed velocity.This was not considered by Einstein,where he considers V=0 as Seperate event from say V=V_1.

       Above concept of Rest Velocity is proved in Event like  Meaning of r=1/t.
